CORK County Council is taking steps to unlock residential potential in towns and villages across West Cork by converting ‘over the shop’ and ‘behind the shop’ spaces.

A survey, aimed at owners of commercial properties, will help to evaluate the capacity for converting unused space into residential accommodation.

The main goal of the survey is to gather insights from property owners on the feasibility, challenges and opportunities for converting under-utilised spaces into homes.

The findings will inform future council strategies and help maximise the impact of government support schemes.

The move comes as CSO figures show that Cork county has the highest number of homes lying vacant across the country (8,500+), as the homeless figures for those stuck in emergency accommodation are at a record high.

The Department of Housing has announced expanded financial supports for 2026 to bring underutilised space above or behind existing commercial premises into residential use.

Cork county mayor Cllr Mary Linehan Foley said: ‘This survey is a key step in identifying ways to bring new life to our towns and villages. By working together, we can transform unused spaces into vibrant homes, support local communities, and increase housing supply in County Cork.

‘We strongly encourage property owners to take part in the survey.’

Owners of commercial properties in town and village centres are invited to access the survey online via Cork County Council’s website (www.corkcoco.ie) or request a paper copy by contacting Cork County Council’s Town Regeneration Office at [email protected] or 021 4285317/021 4285397.

The survey runs from March 23rd to April 30th.
